СТЕЙКХОЛДЕРО-ОРІЄНТОВАНИЙ ПІДХІД ДО ЗАБЕЗПЕЧЕННЯ ЕКОНОМІЧНОЇ БЕЗПЕКИ В СФЕРІ ЖИТЛОВО-КОМУНАЛЬНОГО ГОСПОДАРСТВА

Abstract
Momot T.V., Chudopal A.I., Panov V.V., Leleta A.V. Stakeholder-oriented approach to ensuring economic security in the sphere of housing and communal services. The article is devoted to the generalization of the scientific research of domestic and foreign scientists on the provision of economic security in the housing and utilities sector. On the principles of an integrated approach, economic security in the sphere of housing and communal services in defined as the condition of protection of the process of provision of housing and communal services for consumers, which is the result of the economic activity of communal services performers and managers, aimed at providing living conditions and / or staying in residential and non-residential premises, houses and buildings, complexes of buildings and structures in accordance with norms, standards, orders and rules, carried out on the basis of the corresponding agreements on the provision of housing and communal services in servants on the principles of informational openness, systematic compliance with established standards, norms, norms, procedures and rules concerning the quantity and quality of housing and communal services, energy efficiency, partnership. The main aspects of provision of economic security in the field of housing and communal services for groups of stakeholders are investigated on the example of the Kharkiv region. The ways of harmonization of economic relations between groups of stakeholders on the housing and communal market on the following directions are proposed: the formation of a competitive socio-economic environment and institutional parameters of the municipal education in which housing- communal activities; creation of public institutions for ensuring economic security of housing and communal market entities; provision of institutional and economic restructuring of housing and communal enterprises; ensuring monitoring of the development and implementation of projects, programs, the composition of their participants through the prism of economic security; improvement of the system of municipal management on the basis of public-private partnership; improvement of the personnel supply system in the housing and utilities sector; creation of institutional entities in the housing market; creation of unions of owners-homeowners and managers of residential organizations; creating a competitive environment in the housing services sector.
