СМИСЛОВЕ ПОЛЕ СТРАТЕГІЧНОГО ПЛАНУВАННЯ ТА ЙОГО РОЛЬ У ЗАБЕЗПЕЧЕННІ СТАЛОГО РОЗВИТКУ

Abstract
Kovalenko A. The semantic field of strategic planning and its role in ensuring of sustainable development. The subject of research is theoretical and methodological issue of strategic planning for sustainable development in the context of the rationalization of nature use and ecological modernization in Ukraine. The purpose of the research is to solve an important scientific issue – to develop and substantiate the theoretical and methodological principles of strategic planning for sustainable development in the context of ensuring the rational use of nature and effective ecological modernization in Ukraine. The methodological basis of the research are the fundamental positions of economic theory and its core – political economy, general scientific and special-scientific principles and methods, as well as scientific works of famous scientists on the subject. The research based on the use of the following methods: dialectical and concrete-historical – to study phenomena in their interconnection and development, unity and struggle of contradictions, taking into account the conditions of a particular period of time; systemic – to study the relationships between phenomena and processes of economic reality; comparative – for the comparison of the peculiarities of economic processes in the world and Ukrainian economies; statistical analysis and economic and mathematical calculations – to determine the dynamics, structure and impact of sustainable development of Ukraine, its spheres of economic activity and regions. The article covers the development of views on the planning issue, as well as the semantic field and terminological understanding of the categories of planning and strategic planning. The author's definition of strategic planning as a process of development and preparation of long-term forecast, program and planning documents concerning the development of the country, territory or industry (sector) of the economy is presented. The principles of planning are considered and the own set of principles of strategic planning is offered. The role of strategic planning in ensuring the transition of Ukraine to sustainable development with the consideration of the need for rational nature use, ecological modernization and environmental protection is substantiated. The theoretical and applied results of research can be used as the basis for making of decisions in the formation of normative-legal and institutional principles and implementation of specific procedures of the strategic planning system for sustainable development in the natural use and ecological modernization measures.
