НАПРЯМИ ІНСТИТУЦІЙНОГО ЗАБЕЗПЕЧЕННЯ СПРИЯННЯ ПРАЦЕВЛАШТУВАННЮ НАСЕЛЕННЯ

Abstract

Mokh Mohamad Al Jawad. Directions of institutional support for the promotion of employment of the population. The article outlines the main problems of ensuring employment of the population. The institutional support of the process of employment of the population is analyzed. Levels of professional competence of employees are determined. The conditions, which promote formation of competencies of employees, are singled out. The institutional levels of training of specialists are determined. The article states that for a successful solution to the problem of the interconnection of the market of educational services and employment of the population, a more coherent interaction between the education authorities and the employment service is needed. It is proved that the key to resolving the problem is the development and adoption of a law on the encouragement of employers' participation in training and retraining of staff in vocational and higher educational institutions in accordance with the requirements of modern production. The article states that the slow reaction of the system of education to changing socio-economic conditions will inevitably lead to further decrease of the country's professional potential, to reduce the competitiveness of Ukrainian specialists in the world labor market. It is determined that the presence of the mass process of higher education causes an increase in social tension in the labor market, creates conditions for unemployment, in particular, graduates of educational institutions. The system of vocational guidance for schoolchildren does not work, which results in the most popular professions in the youth field, whose labor market need is the lowest. It is determined that the institutional mechanism of the regulation of the labor market should be directed towards implementation of preventive measures regarding the possible growth of unemployment, the provision of a managed nature of employment, territorial-sectoral redistribution, vocational guidance, vocational training and retraining of released employees. In the article, three groups of tasks, which are solved at the legislative level, were set out to create the proper conditions for the employment of the population: economic, psychophysiological and social. It was determined that in order to solve urgent and urgent problems of the labor market and employment, it was necessary to create a competitive environment conducive to restructuring of enterprises and caused significant changes in the structure of employment.
