РЕГІОНАЛЬНІ МІГРАЦІЙНІ ПРОЦЕСИ У РОЗВИТКУ ЛЮДСЬКОГО ПОТЕНЦІАЛУ

Abstract

M.M. Ohienko. Regional Migration Processes in the Development of Human Potential. It has been proved that the growth of economic and demographic differences between countries, the improvement of communication systems and transport communications, as well as the presence of migrants in the destination countries that can contribute to the flow of new immigrants, have become the main causes for the intensification of labor migration. The purpose of our study was to study the role of regional migration processes in the development of human potential. It has been determined that migration flows in Ukraine create an additional burden on already overloaded control systems and increase the urgency of protecting the rights of migrant workers. A detailed analysis of migration flows in the world and Ukraine has been carried out. As a result, it is determined that migration processes, which can gradually become a real threat to national security, should be under constant control of the state. It is necessary to monitor the directions of international labor migration and to direct the efforts of the state to protect labor migrants in the main recipient countries. It is necessary to understand the causes and consequences of labor migration, the definition and adjustment of economic indicators that influence the intensity of migration processes; definition of the critical level of labor migration, the excess of which will lead to irreversible processes in the economy. The formation of Ukraine as an independent state with its own borders and the free exchange of labor resources requires a fundamentally new understanding of external migration. The structural restructuring of the economy, bankruptcy and the liquidation of mining and processing enterprises, and the reduction of production led to a significant reduction in the aggregate working time fund and the release of the labor force in the regional section. At the same time, the deficit of the state and most of the regional budgets, the share of private investment in Ukraine is insignificant compared to other countries, do not allow for a short time and without increasing social tension in society to re-prepare and redistribute significant volumes of domestic labor.
