Стратегічні напрями розвитку еколого- економічного управління лісовим господарством / Strategic directions for development of economic and economic governance by forest agriculture

Abstract
It is proved that an important issue in the process of forming a strategy of ecological and economic development of forestry based on the postulates of spatial analysis is to reconcile strategic parameters in two vectors: economic (development of potential) and ecological (reproduction of potential). At the same time, mastering and reproduction, as two main processes, are reflected in various types of forestry activities (forestry, logging, forest protection, harvesting of non-timber forest resources, forest management, recreational forest use, etc.). For analysis from the whole set of indicators characterizing ecological and economic efficiency of forest management, we selected two main ones. The first indicator illustrates the economic criterion, which is the main purpose of forestry, as well as any branch of the economy, and is expressed, in particular, by the volume of products, works and services of the forestry. The second indicator illustrates the ecological aspect of the forest industry and, in contrast to the operational function, characterizes the reproductive functions, which, in our opinion, can be expressed in the dynamics of changes in forest area. Доведено, що важливим питанням формування стратегії еколого-економічного розвитку лісового господарства з урахуванням принципів просторового аналізу є узгодження стратегічних параметрів за двома векторами: економічним (освоєння потенціалу) та екологічним (відтворення потенціалу). При цьому освоєння та відтворення знаходять своє відображення в різних видах лісогосподарської діяльності (лісівництво, лісозаготівлі, лісоохорона, збирання недеревних ресурсів лісу, лісовпорядкування, рекреаційне лісокористування тощо). Для проведення аналізу з усієї сукупності показників, що характеризують еколого- економічну ефективність лісогосподарювання, обрано два основних. Перший відображає економічний критерій, котрий є головною метою діяльності досліджуваної галузі, як і будь- якої іншої, та виражається, зокрема, обсягом продукції, робіт і послуг лісового господарства; другий – екологічний аспект та, на противагу експлуатаційній, визначає відтворювальні функції, що, на нашу думку, можна виразити динамікою змін площі лісів.
