STRATEGY OF INVESTMENT POLICY OF RAILWAY TRANSPORT OF UKRAINE

Abstract
The principles of formation of an investment strategy on railway transport are considered. It is determined that the emergence of problems in the activity and development of rail transport is due primarily to the progressive aging of fixed assets. At the same time, the investment attractiveness of rail transport for third-party investors is currently low due to poor financial performance of the industry and the actual lack of conditions and mechanism for attracting third-party investment. It is concluded that in the development of a strategy for rail transport reform, an investment policy should be given an important place. The determining factors in the strategy of investment policy in the development and modernization of the production vehicle of the railway transport of Ukraine are the requirements for transport in a market economy, stable provision of integration links with foreign countries, ensuring the safety of passenger and cargo transportation. It is concluded that in determining the strategy of investment policy it is necessary to proceed from the basic provision that Ukraine should as much as possible satisfy its needs at the expense of its own sources. It is determined that in order to ensure the full satisfaction of the needs of the Ukrainian economy in transport services in the railway transport, it is necessary to carry out the appropriate investment policy for the nearest, medium and long-term prospects. Moreover, this policy should take into account the features and necessary volumes of investment in groups of fixed assets. It is concluded that the creation and introduction of new, more productive tools and accelerated replacement of existing fixed assets are the material basis for implementing a strategy for rail reform in the future of investment policy.
