STRATEGY TO OVERCOME POVERTY IN THE PROCESS OF DECENTRALIZATION OF THE STATE BUDGET ON THE EXAMPLE OF THE ODESSA REGION

Abstract
The article presents a comprehensive approach to solving the problem of population poverty through the process of decentralization of the state budget and strengthening of local self-governance. The actual state of the poverty level is considered, the definition of the process of decentralization and its essence are presented. The attention was paid to the existing economic potential of the Odessa region and weaknesses in its implementation. Based on this, the main directions and methods for improving the economic situation and quality of life of the population of the region were identified. The relationship between the proposed measures and their impact on the ultimate goal is considered. The author has constructed a model for overcoming poverty, taking into account the features of the development of the region.
