Abstract

The introduction reveals the relevance of the article and introduces initial concepts. The purpose of the article is to discuss the concept of "sustainable development", an analysis of the theoretical basis of the concepts of development and its functions. This topic is relevant and urgent. It is associated with global processes that occur in the economic, social and environmental spheres of the life of the planet. Results show the views of different authors on the concepts of development and different interpretations of the concept of sustainable development. The concept of sustainable development contains its own principles and goals. They relate to the economy, ecology and social life. These areas are fundamental and important. They differ at different levels of their application. The article shows the standard hierarchical structure. It is divided into three levels. The authors proposed an improved structure. It includes five levels. These are the global level, the international level, the national level, the local level (it contains the regional, city and business levels), the individual level. Each of them has its own distinctive features and contains different goals. But they are all interconnected and implemented together. Also at these levels should develop the necessary indexes. They will show whether the desired level of development has reached. The article also presents a plan for making management decisions. It can be applied at all levels of the sustainable development hierarchy. It will also help in making decisions and indicate opportunities where there are risks. This algorithm was developed by the authors. It is based on an improved hierarchical structure of sustainable development. The concept of sustainable development was mentioned in the forties by academician Vernadsky. Today this question is relevant. He is supervised by the Organization of United Nations. It is very important to achieve sustainable development. This will help save the planet and individual countries from death.
