Subjects of public control: sociological and legal analysis

Abstract
In this paper considers the subjects civil society control in theoretical, legal and socio-cultural aspects. It is ana- lyzed the subjects of civil society control in the aspect of its effectiveness. A special attention is given to the NGOs and other subjects that exercise CS control. The follow- ing conclusions can be drawn from the article: the notion of subject civil society control should be considered and defined due to its socio-cultural, institutional and legal characteristics; formalized subjects of civil society have a bigger capacity to control governmental bodies compared to non-formalized ones; the development of subjects in the institutional aspect provides social change.
