SURVEY OF ESTABLISHING INSTITUTIONAL SYSTEM FOR CARE, EDUCATION AND REHABILITATION OF DISABLED PEOPLE IN THE REPUBLIC OF MACEDONIA IN THE PERIOD 1946-1996

Abstract
The period from the middle of the XIX to the middle of the XX century (1947), i.e., till passing the Statute of the World Health Organization, is a period in which not only the concept and the relationship was created and built up but also the institutionalized system for care, education and rehabilitation of disabled people in the world. During this one-century-period, institutional forms of social care, special education, professional training of disabled people were created. Unfortunately, our country did not have such a historical background. The society was not ready yet to accept the new ideas and to implement in practice the contemporary concepts in regard to the social care of the population that had been for ages on the margins of life.
