Сутність поняття державної політики / The Essence of the Concept of State Policy

Abstract
EN The article reveals the importance of state policy as an important sphere of public life in the formation and optimization of state-political processes and socio-economic development of Ukraine. It is pointed out that the study of public policy is a particularly important process, since there is a need to analyse all the possible consequences of wrongly made public decisions, and therefore it is necessary to organize the activities of the government so that its result leads to the stabilization of socio-political development in all spheres of public life. The relevance of the research of public policy is that in the context of globalization and European integration it is necessary to intensify theoretical and practical research in order to solve the most important and prior problems of the country. The theoretical substantiation is carried out and the issues that should be taken into account by public authorities as for the development and implementation of public policy are determined. The need to master the process of development and implementation of public policy requires scientific theoretical research and practical solutions, as in the scientific literature there is no single approach to its interpretation, full coverage of the content, goals and objectives. The main components of the institutional basis of the theoretical approach to the substantiation of the definition of state policy are outlined and the main positions of its constructive formation are singled out. The practical significance of these approaches for the development of socio-economic and production processes in the spheres of social activity is outlined. The research of theoretical interpretations of scientific contradictions in the sphere of political, economic and social interactions of structural components of state policy is carried out. It is indicated that at the stage of theoretical substantiation of the concept of public policy and for its effective implementation, it is necessary to determine the system of tools and methods by which the proposed measures will be implemented in its environment. The application of a flexible system of stimulating levers and tools of influence on business entities in the implementation of public policy is proposed by public authorities. UK Вказано значення державної політики як важливої сфери суспільної життєдіяльності під час формування й оптимізації державно-політичних процесів та соціально-економічного розвитку України. Зазначено, що дослідження державної політики є особливо важливим процесом, оскільки виникає потреба проведення аналізу всіх можливих наслідків від неправильно прийнятих державних рішень, а тому необхідно таким чином організувати діяльність уряду, щоб її результат призвів до стабілізації суспільно-політичного розвитку в усіх сферах суспільного життя країни. Актуальність дослідження державної політики полягає в тому, що в умовах глобалізації і європейської інтеграції необхідною є активізація теоретичних і практичних досліджень з метою вирішення найбільш важливих і пріоритетних проблем країни. Проводиться теоретичне обґрунтування та визначаються питання, котрі повинні враховуватися органами державної влади під час вироблення та реалізації державної політики. Необхідність освоєння процесу вироблення та здійснення державної політики потребує наукового теоретичного дослідження й практичного розв’язання, оскільки в науковій літературі відсутній єдиний підхід до її трактування, повного висвітлення змісту, мети й завдань. Наведено основні складові інституційної основи теоретичного підходу до обґрунтування дефініції державної політики та виокремлення основних позицій її конструктивного формування. Окреслено практичне значення вказаних підходів для розвитку соціально-економічних і виробничих процесів у сферах суспільної діяльності. Здійснено дослідження теоретичних інтерпретацій наукових суперечностей у просторі політичних, економічних та соціальних взаємодій структурних складових державної політики. Вказано, що на етапі теоретичного обґрунтування поняття державної політики та з метою її ефективної реалізації варто визначитися із системою інструментів і методів, з допомогою яких будуть виконуватися передбачувані в її середовищі заходи. Запропоновано застосування органами державної влади гнучкої системи стимулюючих важелів та інструментів впливу на суб’єкти господарювання під час впровадження державної політики.
