System of decision making support in the conditions of localization and elimination of emergency situations

Abstract
The theoretical development of the system of decision-making support in the structure of regional information and analytical centers that will ensure the caution and prevention of various types of emergency situations and, if they arise, will provide analytical support to people who localize and eliminate these situations for the adoption of optimal solutions. The paper considers different approaches to solve the problem of decision making in conditions of multi-criterion of alternative solutions. Within the framework of normative methods, non-constructive and constructive approaches to decision making are analyzed, respectively, on the basis of informal heuristic considerations and utility theory, with different ways of transition to a scalar utility evaluation of alternatives. Various stereotypes of human behavior that lead to catastrophic consequences in decision making under emergency conditions are also considered.
