System of financial and economic monitoring in the strategic control of state regulation

Abstract
The article deals with the theoretical and methodological foundations of the formation of a system of financial and economic monitoring in the strategic control of state regulation. The elements of the system of financial and economic monitoring and the subjects of appointment and monitoring are determined. The main principles of financial and economic monitoring are proposed. The use of a systematic approach to the development of financial and economic monitoring tools is grounded, which enables the process of fulfilling their duties and tasks by subjects in relation to monitoring objects. It is proposed to include administrative, organizational, legal and economic methods in the methodological tools, application of which makes it possible to fulfill the main tasks, taking into account the specific features of the segments of the system of financial and economic monitoring. A system of financial and economic monitoring in the strategic control of state regulation has been developed. It was substantiated that the use of financial and economic monitoring in the system of strategic control requires the study of certain stages, which are accompanied by the formation of the corresponding tasks, the implementation of actions of officials and the receipt of results at each stage, taking into account the factors of influence on processes in the macroeconomic environment. Construction of the financial and economic monitoring as multipurpose information system confirms the importance of each segment that provides the observation, analysis, monitoring, planning social and economic processes for effective management decisions on appropriate levels of regulation. The credibility and efficiency of the resulting financial and economic monitoring of information is a key to maintaining a legal framework for state regulation of the macroeconomic environment and an important element of the quality of current and strategic control.
