Ecological and economic competitiveness in the real sector of the economy of the regions

Abstract
The article analyzes the main approaches existing in the economic literature and clarifies the essence of the concept of the real sector of the economy and the typology of its components. Due to this, it was possible to formulate a hierarchical set of factors for ensuring the competitiveness of the region and determine the role and place of environmental and economic factors. The article presents a pyramid of factors influencing regional competitiveness. The basic factors in it are selected elements of resource support, including staffing Resource and environmental security, in our opinion, are fundamental in shaping the competitiveness of the region, since such components are the most valuable in terms of reproduction and redistribution of capital. The central part of the pyramid of factors forms a block of economic and administrative factors that embody the development of the real sector of the economy and the infrastructure of the region's development. It is the parametric values behind these factors that provide high estimates in determining the level of competitiveness of the regions. The top of the pyramid is the factors of the development of innovation and technology. We regard this group of factors as the first step towards national leadership, since in the context of the formation of a "new economy" based on knowledge and innovation, it is they who must determine the vector of movement of regions and states to national and international leadership. Based on the hierarchy of the above factors, we come to the conclusion that stimulation of the real sector of the economy is a prerequisite for the transition of the region from the industrial to the innovative stage of development. Accordingly, the main managerial efforts on the part of the state and local self-government bodies should be concentrated in this direction. In this case, specific subjective-object relations arise, in which the entity act simultaneously by state and local authorities, and the object is the subjects of the region's economic activity and infrastructure objects. Based on the analysis of the mutual influence of factors and the program of state support of the real sector of the region's economy, the directions of increasing ecological and economic competitiveness in this segment are identified. As a result, integrated directions of stimulation of the real economy sector in the context of ecological and economic security of the region are formulated.
