Abstract
G. Shvets, V. Maltseva. Theoretical and practical aspects of intellectual security. The article described the features of the category "intellectual security". Specifically defined, multi-variant interpretation of the term "intellectual security" scientists. The essence of intellectual security disclosed in the following aspects: legal, informational, analytical, organizational, institutional, financial and social. It was determined that the intellectual security include: intellectual potential, intellectual activity, intellectual property, intellectual investment, media intelligence, intellectual institutions. An IP security subjects such as: public authorities; local governments; universities; a network of research institutions and organizations; International Organization for security guarantees, scientific and technical cooperation, technology transfer etc. non-state actors to protect national interests in the intellectual sphere. Presented by subject-organizational scheme guaranteeing intellectual security in Ukraine. An algorithm for determining the level of the integral index of intellectual security of Ukraine, which consists of six stages. Reveals the intellectual security system of indicators Ukraine the following objects of intellectual security as intellectual products (services), intellectual investment, media intelligence and intellectual institutions, intellectual property and intellectual potential. An directions loss of intellectual property Ukrainian companies, such as theft of documents or information about existing IP objects; theft products with embedded technical solutions based on the use of IP objects or waste from production facilities using IP like. Indicated the need to implement at the state level mechanism for improving intellectual security, which may consist of a set of actions law, information-analytical, financial, economic, organizational, managerial and social issues.
