TERRITORIAL NEGOTIATIONS IN CYPRUS AND THE CRITERIA OF THE PARTIES FOR RESOLUTION (1974-1990)

Abstract

In this research, the stages of development of the issue of territory during the negotiations in Cyprus have been addressed. In this context, the main purpose of this research is to display what the territorial regulations and the criteria in relation to this are in the talks held between the sides in Cyprus. Territorial regulations are an issue which the communities on the island sensitively put emphasis on. According to the perspective of the Greeks, the more Greeks return to their homes or the more Turks give territory, the population of the Greeks to be located in the prospective Turkish Federated State will be that much low and the resolution of the issue of migrants will become that much easier. Essentially, this view is the result of an approach which reduces the matter to a simple logic of bargaining and ignores the fact that the issues of territory and constitution are based on separate parameters. Therefore, relating territory to population ratio and bringing forth excess territory as a subject of bargain is a very serious strategic mistake. This issue should actually be evaluated from the aspect of negotiation technique, because it is clear that territory given from the aspect of negotiation technique will not be able to be taken back. However, if the negotiation reached on the text of the constitution remains only on paper, nothing will be able to be done. For this reason, the most correct method would be to resolve both issues within its own rationality. Yet, the main idea of the Gali and Annan plans prepared until now has not been organized according to this method. Under these circumstances, territory has been placed on the one side of the equation while the issue of constitution has been placed on the other. In essence, it has been seen that the issues related to territorial regulations of the Cyprus issue during 1974-1990 were shaped according to certain criteria. It is possible to arrange these criteria under five main headings. The first is the criteria of 1977 and 1979, the second is security considerations, the third is the demographic factor, the fourth is economic self-sufficiency and the fifth is ownership. Based on this fact, the research consists of two main sections. In the first section, ownership ratios of the communities in Cyprus based on Ottoman archival documents has been examined. In the second and final section, the talks, areas of compromise, criteria of regulation, and in relation to this, the analyses of approach of the Turkish and Greek Cypriots have been evaluated.
