The analysis of budget financing of public health service in Ukraine

Abstract

Introduction. In Ukraine the present financing system of public health service has amount problems, that are chronic character. Regular monitoring of problems of public health service in Ukraine is supposed. Propositions to improve the mechanism of budget financing of public health service should be formed. The purpose of the article is to study the state of the budget financing of public health service in Ukraine on the modern economic conditions. Results. The expenditures of the consolidated budget of Ukraine for public health service in period 2015-17are analyzes. The indicators of dynamics and structure of the expenditures of the consolidated budget of Ukraine for public health service are calculated. The study of the composition and structure of the consolidated budget expenditures on public health service showed that expenditures on hospitals and sanatorium establishments has the largest share. The expenditures on clinics and ambulatory clinics, ambulance and emergency care are ranked second in the structure of the expenditures of the consolidated budget of Ukraine for public health service. The smallest share of consolidated budget expenditures is spent on financing fundamental and applied research and development in the field of health protection. The total share of the expenditures on hospitals and sanatorium establishments was 61,08 pct. by the end of 2017; respectively for all other expenditures on health care accounted for 38,92 pct. There are deficit of financing for health systems, inefficient use of funds, disproportion in the assignment of finance between primary and specialized medical care etc. Conclusion. The results of calculations showed insufficient and ineffective financing of the system of public health service in Ukraine in the modern economic conditions. To improve the state of health financing, it is necessary to develop the possibilities of using different sources of financing: funds of hospital cash, voluntary medical insurance funds, financial resources of households.
