The analysis of budget financing of social protection of population in Ukraine

Abstract
Introduction. Regular monitoring of problems of social protection and social security of Ukrainian citizens is supposed. Propositions to improve the mechanism of budget financing of social protection of the population should be formed. The purpose of the article is to study the state of the budget financing of social protection of the population of Ukraine in the modern economic conditions. Results. The costs of the consolidated budget of Ukraine for social protection and social security in period 2015-2017are analyzes. The indicators of dynamics and structure of the costs of the consolidated budget of Ukraine for social protection and social security of the population are calculated. The study of the composition and structure of the consolidated budget costs on social protection and social security showed that costs on social protection of pensioners has the largest share. The costs on social protection of the family, children and youth, also the cost on benefit of a housing is ranked second in the structure of the costs of the consolidated budget of Ukraine for social protection and social security of the population. The smallest share of consolidated budget costs is spent on financing fundamental and applied research and development in the field of social protection. The total share of the costs on social protection of pensioners and on benefit of a housing was 73,12% by the end of 2017; respectively for all other social costs accounted for 26,88%. Such a structure of the costs of the consolidated budget of Ukraine for social protection and social security is unsatisfactory, that is, it shows the existence of disproportions in the implementation of budget costs in support of certain categories of people in need of state aid. Conclusion. The results of calculations showed insufficient and unbalanced financing of the system of social protection of the population of Ukraine in the modern economic conditions. To overcome these problems it is proposed to introduce budgetary financing mechanisms that link the volume of costs and the results of providing public services, also to found the conditions for the development of extrabudgetary financing of the social sphere, which will allow mobilizing funds from other sources.
