THE ASSESSMENT OF TARGETED PROGRAMS EFFECTIVENESS USING ECONOMIC – MATHEMATICAL METHODS

Abstract
The analysis of the program and target methods (PTM) use at regional level in Ukraine revealed a number of essential shortcomings. The main managers of means adapt PTM for already existing methods of planning and management. In this case all advantages of application of this approach are completely lost. There is a need of estimation not only the sum of the spent means, but also efficiency of their use. Assessment indicators use doesn't guarantee receiving an objective assessment of efficiency of purpose achievement of the program that is a consequence of considerable fluctuations of economic and social indicators in time. It is possible to make more exact assessment of the program using economic-mathematical methods. In article the mechanism of an effectiveness estimation of the realized target program of small business development is offered: the communication analysis of a quality productive indicator with the quantitative is made. The result of research showed lack of communication that confirms the designated thesis: financing not program purposes (development of small business), but process of implementation of the program or main manager of budgetary funds. Prospects of further development can be directed on development of step-by-step planning of the program with program and target methods use.
