The attempt to identify the coherent system of assessment of innovative activities among enterprises

Abstract
The idea of innovation is widely known in the economy and in the social life. Many documents and bills determine the foundation of innovation and entrepreneurship at the local level. Despite many existing studies and papers, e.g. the Oslo/Frascati Manual, there is still a lack of coherent system of assessment of innovative activities among enterprises, which would allow them to compare each other and make investment decisions. The article is an attempt to create a basis index that would allow comparing organizations on the mezzo-regional level, especially in the area of the Polish-German border. Such system would allow determining areas, on which one should focus, particularly while creating innovation and innovative projects.
