The Category and Conceptual Instrumentation for Public Administration of Construction, as well as Maintenance and Operation of Facilities

Abstract
The article utilizes a comprehensive approach to the formation of a categorical and conceptual instrumentation for public administration in the field of construction, as well as maintenance and operation of facilities. The concepts of «construction», «construction norms», «technical regulation», «technical regulation», «construction risks» are specified. The author analyzes stages of the construction process, which includes all organizational, design, construction, erection and commissioning operations related to the creation, change or demolition of the object. The types of risks arising in the course of construction, in particular, the inevitable risks and risks associated with uncertainty are analyzed. The author substantiates the important factors concerning the reduction of possible losses and certain losses during the construction process, as well as maintenance and operation of facilities. The documents, which stipulate these activities in the current legislation in Ukraine, are determined. The article emphasizes that construction operations, maintenance and operation of facilities cause financial and technical risks to occur.
