The Changes of Contribution Burdens of Agricultural Producers since the Political Transformation in Hungary

Abstract
Medical treatment at state healthcare facilities in Hungary was free to everyone. However, healthcare was not of high quality, which was a typical situation before 1990. The reform of the public health system was necessary in the ex-socialist countries in the first half of 1990s. As a result, it meant to introduce insurance and contribution payment method in Hungary. It has modified the base finance structure of the healthcare system in Hungary. The aim of research is to map the characteristics of these changes following the political transformation in the agricultural activity (undertakings, private entrepreneurs and primary producers) including the hygienic and pension contribution commitments. The timeline of the topic is derived from a considerable change in the definition of the insured circles/society since the 1st of January 2007, when there were limited conditions to introduce the obligation to pay contribution. According to that it was not compulsory to pay a contribution based on a fixed amount of the minimum wage. The cause of that was that the law did not regulate the minimum value of the contribution just the measure of it. The authors examine effects of contribution payment rules for the producers/growers and what sort of advantage or disadvantage they have to confront occasionally. They also verify social and economical consequences of it in the subsequent 15-30 years.
