THE CIVIL PARTICIPATION: FROM COMMUNICATION TOOLS TO COMMUNICATIVE POLICY

Abstract
The article considers the advantages of civil participation. It was defined that success of civil participation was determined by the communication activities. The experience of civil participation at the local level was outlined. The necessity of the formation of communicative policy of local authorities was substantiated. Conclusions were formed regarding to the place of modern communication tools in the process of civil participation.
