THE CONCEPT AND TYPES OF UTILITY SERVICES: THE PROBLEMS OF LEGAL DEFINITION

Abstract
The article is devoted to the study of problems of legal definition of the concept and types of utility services in Ukraine. A few approaches towards understanding the concept and features of service as a certain value are considered. The peculiarities of utility services provision, that should be taken into account, when allocating characteristic features of utility services are analyzed. Several classifications of housing and communal services are given, including those based on the functional purpose criteria. The problems related to the legal definition of the concept and types of utility services are determined and analyzed.
