The Concept of New Democracy and Local Government Policies in Turkey

Abstract

Due to changing conditions, representative democracy is in crisis at the present time because the citizens demand further participation in governance but representative democracy stands as a growing gap between the citizens and state institutions. The model of participatory democracy is to give the citizens the possibility of participating in the public decision-making. This study aims to analyze participatory democracy as an alternative to representative democracy. Actually, the practice of participatory democracy depends on powered local governments because the direct participation of citizens in governance will be increased only in this way. The study is also problematizing the central government in Turkey in this context. Besides, it analysis Turkey’s local government policies in process of European Union integration.
