THE CONCEPT OF NEW REGIONALISM IN CONTEXT OF ARAB REGION’S COUNTRIES INTEGRATION

Abstract
In the article the genesis of classical integration theories is considered on the example of the concept of a new regionalism, which is connected with the diversity of integration models in international economic groups, differentiation of the country, regional and sub-regional economic systems. The study of the development of integration theories from the “old” – federalism and neo-functionalism – to the concept of “new regionalism” and neo-dependence provided an opportunity to structure the features of interaction between the principles of organization, coordination and coherence. It is shown that not only the high prices for carbohydrate raw materials on the world market, but also the diversification of the national economy, its modernization, the creation of free economic zones, the expansion of geography and the nomenclature of foreign trade contributed to the positive dynamic of the economic indicators of the countries of the Arab region. It is determined that the main reason for the insufficient effectiveness of regional cooperation among the Arab countries is the existing difference in the selected integration strategies, institutional arrangements, spheres and the scale of cooperative activities. It is substantiated that the main difference between the two paradigms of the development prospects of integration – federalism and neo-functionalism – lies in the “balance of attention” paid to the political and macroeconomic development by the member countries of the integration groups of the Arab region. It is proved that the latter see the potential of integration development in the implementation of the “multi-speed” integration model, which provides, within the framework of one regional integration group, the use of different forms of integration by different member states.
