The conception of unconditional basic income as an alternative of Bismarck’s model of welfare state: from theoretical studies to experimental practices

Abstract

The article examines the genesis and development of the unconditional basic income’s concept in publications of researchers of XVI-XXI centuries (from T. More, T. Paine, A. Condorcet to P. Drucker, M. Friedman, R. Theobald, Ch. Engström). The article also deals with the nature and basic peculiarities of the unconditional basic income. It is described the contra version position of basic income concept versus current welfare state model, which exists in most countries in the world. The article emphasized on the advantaged and disadvantages of introducing the unconditional basic income model in high developed and developing countries, based on an analysis of several experiments in the XX-XXI centuries (cases of US, Canada, Uganda, Namibia, India). Because of current complex of social, financial and economic, political and institutional problems in the national economy, the conclusion about the dubious prospects of introduction the unconditional basic income model in Ukraine in the near future is made.
