Theoretical basis of competence enterprise management.

Abstract
In this article it was systematized the theoretical basis of competency enterprise management. The complexity of these definitions as management, competency management and competency enterprise management characterized by a large number of definitions, methods, principles, types that do not always reflect the change in their substance under the influence of macro and micro factors. In modern conditions it is given more attention to the formation and applied competence management. Since the 70s of the last century it was studied theoretical and practical aspects of this problem. However, the rapid development of the national economies, in which the company must operate, and modifying the external and internal environment leads to the fact that the issue of implementation of competency management approach to business requires additional theoretical and practical studies. The goal of the article is the research and development of theoretical principles of business management competency as one of the key factors for ensuring competitive advantage in the market. It was suggested and substantiated an author's aspect to the distinction between "competence" and "competencу". It was determined the research relevance of enterprise management based on competency approach and necessity of the competencies practical use in the context of current competitive environment conditions. Competencies are the criterion for choosing who and how must to teach. Practice shows that impact on professional knowledge and experience (competency) is easier and simpler than on competencies. Competence - a certain rate, the achievement of which may indicate the possibility of a correct solution of a problem, and competence - is an assessment of the achievement (or fail to) this norm. In turn, competency – is possession of a set of competencies and their implementation in a specific sector or a specific company in the process. Thus, competencies regarding competency and character have a narrow part of the competency or is the basis for building competency. Competencies of the company is an integral part of its strategic assets, reflecting a range of collective knowledge, experience and capabilities of the enterprise, combined with unique technology allows you to create (maintain) a competitive advantage and provide a unique distinction in a particular enterprise market environment. Ambiguous interpretation of the specific set of principles makes it difficult to control, leading to the choice of strategies, inadequate existing conditions. Solving these problems will select the best model of personnel that facilitate the interaction of object and subject. The components of competence management must be formed in using the concepts that it will made possible for the company to achieve its strategic goals. One of the main functions of competence management is formation of new competencies (including key-competencies), move their existing and new configuration.
