Abstract
In the article the modern theoretical approaches, legislative definitions and problem issues of the implementation by the National Security and Defense Council of Ukraine of their functions and powers as the subject of administrative and legal support of the state defense are explored. The questions of definition and classification of its functions and powers are considered.
