THE DETERMINATION OF INNOVATION PRIORITIES BASED ON THE MONITORING OF THE IMPLEMENTATION OF CURRENT PRIORITIES IN UKRAINE

Abstract

One of the ways to successful economic development is the concentration of resources on the country's most important areas of innovation – its priority areas. The most important technological trends in the country's economy innovative development have been identified. For this purpose, the method of empirical research (monitoring and comparison) and general scientific methods (analysis and synthesis) have been used. The results of the analysis of the state financial support for the medium-term priorities of national innovation as defined within the strategic priorities by the Resolution of the Cabinet of Ministers of Ukraine of 12.03.2012 N 294 in Ukraine in 2014 have been presented, based on the information of government agencies responsible for the allocation of budget expenditures on priorities. The survey results have indicated that in 2014, 40 out of 53 approved medium-term national priorities were financed which made 75,5% (in 2013 they amounted to 28 or 52.8%). As to four strategic priorities, namely, "Development of new technologies of high-tech transport systems, space industry, aviation and ship-building, armament and military equipment", "Development of new technologies for the production, processing and connectivity of materials, creating the industry of nanomaterials and nanotechnology", "Technological modernization and development of agriculture" and "Widespread use of technologies of cleaner production and environmental protection", all medium-priority areas were financed. A significant number of unfunded medium-term areas in other strategic priorities and allocation of the major part of funds to the item "Other", that is not included in the list of approved medium-term priorities, suggest the loss of their relevance and need for revision. The results of the study will be used in developing the draft list of medium-term national priorities of innovation activity in Ukraine in the years 2017 – 2021.
