THE DIMENSIONS OF THE PHENOMENON OF BRAIN DRAIN AND SOURCE QUANTIFY THE IMPACT ON ECONOMIES

Abstract
The proportion of foreign-born people in rich countries has tripled since 1960, and the emigration of highly skilled people in poor countries has accelerated. Many countries have a aimed at intensifying efforts to attract foreign students, which increases the risk of brain drain in countries of origin. In poor countries, this transfer can change the qualification structure of the work force, causing labor shortages and affect fiscal policy, but may de-also, remittances and other benefits. This process which is growing currently is capable of affecting the global distribution of income, both directly, through the mobility of people and indirectly affect migration perspective because the rate of return to education in both economies.
