THE ECONOMIC ESSENCE OF BUDGET EXPENDITURES

Abstract
The article deals with the theoretical and methodological principles of the concept of “budget expenditures”. The economic essence of budget expenditures in the socio-economic development of the country is revealed. It has been established that budget expenditures are an important instrument of economic development, an indicator of the socio-economic policy of the state. The dynamics of expenditures of the State Budget of Ukraine in recent years have been analyzed. Established, the annual non-implementation of the budget for expenditures due to violation of the rules of the current legislation by the participants in the budget process. The necessity of implementing scientifically-based budget policy in the field of expenditures was emphasized, focusing on the effectiveness of using limited budget resources and achieving high indicators of socio-economic development.
