THE ESSENCE OF PUBLIC-SERVICE STATE IN MECHANISM OF PROTECTION OF RIGHTS AND FREEDOMS OF MAN AND CITIZEN

Abstract
A scientific article is devoted to the analysis of public-service approach to understanding the assignment of the modern State and its functions. Determined that public-service activities of the State are an activity of public institutions for the provision of public services. Establishes the principles of building a modern State when applying the service approach. Tasks of public service of the State, which should contribute to the establishment of the State, development-oriented citizens as recipients of services. Directions of further reform of bodies of State power of the modern Ukrainian State in the application of the concept of a public service of the State.
