THE EXPERIENCE OF FOREIGN COUNTRIES IN THE APPLICATION OF ADMINISTRATIVE RESPONSIBILITY FOR VIOLATIONS IN ROAD SAFETY

Abstract
In the article an analysis of foreign experience, concerning the regulation of issues of administrative liability for violations in road transport. Legislation of the states of Eastern Europe, which is most similar to the legal system of Ukraine, is revealed. The complex scientific research of administrative responsibility for violation of the legislation on road traffic, its features, as well as improvement by borrowing experience of foreign countries and making changes and additions to legal acts will have a positive effect on the development of the transport and road complex of Ukraine and will promote the strengthening of road safety as a component of the national security. The conclusion is drawn on the necessity of borrowing experience of foreign countries regarding: types of administrative penalties for violation of traffic rules; the size of administrative fines; introduction of a system of calculation of penalty points; application of a combination of various sanctions; charging a fine at the place of commission of an administrative offense; punishment for the most dangerous violations of the traffic rules in the form of imprisonment; legislative fixing of the lifetime deprivation of the right to drive vehicles; improvement of technical means of organization and supervision of traffic, and so on.
