The Financial Mechanisms for Risk Management of the Agrarian Insurance in Ukraine

Abstract
The article is aimed at studying the subject-object composition of risk management of the agrarian insurance in Ukraine and developing effective financial mechanisms on this basis. It is displayed that establishing in Ukraine an Agrarian insurance pool go with the relevant international practice, but does not take into consideration the degree of maturity of the domestic insurance market and the level of development of market relations in the agriculture of Ukraine. It has been proven that expansion of agricultural insurance objects by subsidizing the insurance of animals is required. The article argues that the institutional conditions of both the insurance and the agrarian markets of Ukraine require changes as to the subject composition of their actors: artificially created operators for marketing of agricultural products, as well as providing insurance subsidies will be more appropriate to transfer to the agricultural exchanges. Activities of insurance companies for agricultural products with the State support must be licensed by the National commission for State regulation in the sphere of markets for financial services. This will provide to overcome the shortcomings of manual control of insurance and agrarian markets of Ukraine, which must give an impetus to the further development of market relations in the national economy.
