THE FORMATION OF AMALGAMATED TERRITORIAL COMMUNITIES IN UKRAINE: BENEFITS, RISKS, THREATS

Abstract
The purpose of the publication consideration a number of objective problems of reforming territorial organization of authorities in Ukraine. From the standpoint of human geography, are identified assessment criteria of newly established units of administrative and territorial structure (ATS) - amalgamated territorial communities. Reveals direction of improvement reform ATS of Ukraine and state control of effective implementation of decentralization reforms. Defined priorities develop of perspective plans, that forms prevent the formation of insolvent amalgamated communities and practice of application these plans as an important element of the mechanism to ensure the process of voluntary amalgamated territorial communities.
