Abstract
This paper presents a methodological approach to the formation of the strategic priorities of regional development, including: the method of determining the significance of the development factors; "Tree of factors for the future", defining important relationship for the task priority factors, as well as areas of their interaction; cause and effect diagram form strategic priorities for regional development; matrix conditions the transition from absolute strategic priority in the relative state.
