The general principles and methods of stimulation the state innovation policy of Japan

Abstract
The purpose of the article is to study the innovation policy of Japan, and a detailed study of the mechanisms of such policy. It is necessary to reveal the Basic plan for science and technology and their key points. And to study the methods of stimulation the innovation policy and directions of state support of research and development work in Japan. The creating of favorable conditions for development and improving the efficiency of research and innovation is a priority of the state innovation policy in the innovation – developed countries. The stimulation of research and innovation serves as a mechanism for implementing the strategic objectives of the state innovation policy. The disclosure of basic principles and methods of stimulating innovation policy in Japan. The logical and comparative analysis, method of data comparison. It was determined and disclosed the Basic plans of state support of science and technology as well as mechanisms to ensure the leadership of the country and technology market. It was studied the structure of Japan’s innovation and effective methods to stimulate innovation activities. Exactly, an innovative way of economic development provides updated technology, goods and services, efficient use of scientific and technological capacity and stimulate its increase. Important role in this policy was given tax measures. The introduction of tax incentives in Japan was because of governments want to persuade the private businesses for greater involvement in the financing of national scientific research and experimental development (R&D).
