THE GENESIS OF THE PROBLEM OF CONDUCTING CONTROL IN INTERACTION WITH THE TRENDS OF ITS FORMATION

Abstract
The article is devoted to genesis of control, problems and tendencies of its formation. Also, an analysis of research on all types of control has been carried out and, on the basis of it, certain weaknesses of its development have been identified, namely, there is no single view of scientists on the decision of certain issues in the field of control; some of its types remain largely unexplored (in particular, the question of the correlation of state and public control), which, of course, negatively affects the development of legal doctrine and the practice of the modern state-building process in Ukraine. Ukraine is the main property of a legal, democratic, social state. Its focus is on ensuring and protecting human rights and citizens, because it is human being the greatest value of society, and its development, satisfaction of needs and interests is recognized as one of the leading tasks of the state. Such democratic transformations lead to the formation of developed state systems and public control and their mutual convergence while preserving relative autonomy in the principles, forms and means of implementation, which is a counterweight to the «bureaucratization» of state power. The relationship between state and public control is manifested in a developed civil society, which provides a balance between imperative state and the functioning of public institutions.
