THE INFLUENCE OF TIME FACTOR ON THE EFFICIENCY OF THE SYSTEM OF SOCIAL MANAGEMENT OF ENTERPRISE PERSONNEL

Abstract

The establishing of market economy, that takes place today in Ukraine, has stipulated the demand in development of fundamentally new approaches to personnel management taking into account the fact that the main reserves of an enterprise are workers, and beyond its premises – consumers of products the quality of which is provided by the personnel. Therefore, it is necessary to increase the efficiency of personnel management system in terms of the requirements of market economy in post-crisis period. The important factor of the efficiency estimation of the personnel social management system is time taken for that such system to become effective. Economic science has not dealt with the phenomenon of time yet and even if investigated it was treated as a second-rate and out of control constituent in estimation of personnel management efficiency.The aim of the article is to ground the dependence of efficiency of personnel social management system on the factor of time, types of efficiency depending on the time factor, clarification of the concept "hyperefficiency" and its graphic reflection.In the process of efficiency study with the use of sentinel constituent such types of system efficiency are educed: uniformly accelerated, balanced, uniformly retarded, unbalanced and hypereffective. The graphic models of types of efficiency are construction.In the article in order to estimate the efficiency of the social personnel management system the analysis on how quickly the existent or accrued system become effective and whether its level will grow in the future has been conducted. For more complex estimations of efficiency of social personnel management system such concept as "hyperefficiency of social personnel management system" has been introduced. A three-dimensional model is presented in order to define hyperefficiency of the system.The prospects of further research in this area are systematization of scientific looks to the place of time factor in economic processes, forming of mechanism of enterprise personnel management with the deeper study of influence of a sentinel constituent.
