THE INSTITUTION OF CIVIL SERVICE IN UKRAINE: REFORMS

Abstract
The article addresses the issues of civil service reform in Ukraine in the context of European integration and development of legal state and civil society. It is noted that the necessity for civil service reform, as well as bringing the state apparatus in accordance with European standards, is caused by the needs of returning citizens’ trust in the public authorities and changing the attitude of the former towards public service. The main problems of the public service in Ukraine are determined: low quality and accessibility of public services provided by public servants to individuals and legal entities; lack of clearly regulated administrative procedures and national standards for the provision of such services; imperfect system of selection and training of civil servants (civil service training methods do not meet international standards); low level of responsibility for preparation and implementation of management decisions; limited opportunities of civil society to exercise public control over the activities of public authorities and others. The regulatory changes which took place in the field of study after the adoption of the Law of Ukraine ‘On civil service’ in the new edition are analyzed. The main novelties of the Law are singled out: separation of political and administrative civil service; changes in the classification of civil service positions, depending on the nature and scope of responsibilities, qualifications and professional competence of civil servants; regulation of mandatory tender procedure for filling vacant posts; creation of the Committee on Senior Civil Service; introduction of the post of head of civil service – State Secretary of the Cabinet of Ministers of Ukraine; depoliticization of senior civil servants; introduction of requirements for national language fluency and certain levels of education; definition of the system of disciplinary responsibility of civil servants with the exhaustive list of grounds for imposing penalties, grounds for termination of civil service and others. In the conclusion, we emphasize the urgency of overcoming existing stereotypes of the civil service and civil servants and define perspective directions of development of the civil service in Ukraine.
