THE LEGAL BASIS FOR THE ESTABLISHMENT AND FUNCTIONING OF THE NATIONAL COMMISSARIAT OF HEALTH OF THE USSR IN THE EARLY 1920S

Abstract
The legal and organizational basis of creation and functioning of the National Commissariat of Health of the USSR in the early 1920s is analyzed in this article. On the basis of legal acts and archival materials the organizational structure and powers of the National Commissariat of Health of the USSR are investigated. As the result of the analysis of the legal status of the National Commissariat of Health of the USSR it is proved that the Soviet system of state administration bodies in the field of health was built upon the principle of centralization of management and the clear hierarchy.
