The legal basis of foreigners and non-citizens’ entering and leaving the Republic of Azerbaijan

Abstract
It is analysed the legal basis of foreigners and non-citizens' entering andleaving the Republic of Azerbaijan in accordance with the National Legislation, moreover, the restrictions on those persons. In addition, according to the existing deficiencies and shortcomings of foreigners and non-citizens' entering and leaving the country are given the scientific proposals. It is compared the law norms about the entering and leaving of foreigners and non-citizens, researching the National legislation and the legislation of Russian Federation. By analyzing the results of comparison, some recommendations were provided. According to the investigation, it can be considered that the foreigners and non-citizens' rights provided by the National legislation are totally related to the International law norms.
