THE LIFE QUALITY EVALUATION: INTERNATIONAL EXPERIENCE AND UKRAINE'S PRACTICE

Abstract

Analysis of the informational content of the life quality indicators in the dynamics has showed that methodic based on OECD concept is one of two methodics, that are the most suitable for the life quality evaluation in Ukraine for the period of 12 years, and has the highest level of the informational support. This methodic based on Better Life Index that is evaluated by 11 components, that includes 24 indicators and 21 of them have informational support. Developed methodical support has allowed positioning of the life quality in Ukraine in different periods as a whole and by the components. Thus, the formation of the integrated life quality assessment was carried out unequally by its different components. According to calculations, positive dynamics was observed in all groups of indicators with achievement of better level by different components of the life quality in different years until 2008. Since 2009, 6 of 11 components have deteriorated. They are indicators of income, labor, society, life satisfaction, safety, balance of work and personal life. Dynamics was positive in three groups of indicators, namely: education, social activity and health. The other ones is characterized by contradictory dynamics. Assessment of increase in life satisfaction is disappointing: the retaining of such tendency will lead to retention of the level of life satisfaction on the rate of 35% and to continuing decrease of the level of the work satisfaction that can reach critical values. This fact require special attention, because this component of the life quality includes a material constituent, as well as socio – cultural, political, environmental, moral and emotional constituents, i.e. the level of work satisfaction is basic indicator of the life quality, that includes all elements of human life, and therefore it is crucial. In this context, according to the forecasts share of population units despaired in job finding will grow. Such situation won't enhance the increase of the life quality indicator and the life quality as such.
