THE NEW METHODOLOGICAL APPROACHES TO EVALUATION OF THE EFFICIENCY OF THE BANKING SYSTEM ACTIVITY AT THE REGIONAL LEVEL

Abstract

The modern methodological approaches of the efficiency assessment in functioning of the banking system at the regional level are substantiated. The modern tools for assessing the efficiency of functioning of the regional banking system based on the use of the index method are proposed. By aggregating some indicators of the development of the banking system of the regions, it is proposed to calculate the integral index of their development as the sum of indices of economic, institutional development and financial saturation of the region by banking products and services. Taking into account the unevenness of the development of the banking system in the regions, it is proposed to determine the imbalances in their functioning, using A. Salai coefficient of structural changes and K. Gatyev's integral coefficient of structural differences. This methodical approach allows us to distinguish between the most developed and least developed banking systems in the regions and to confirm the existence of imbalances in their development. Structural changes can have a significant impact on the development of banking systems of regions in the context of the implementation of deposit and credit activities. The applied value of such an approach made it possible to investigate the intensity of structural shifts in the regions by volume of deposits and loans granted by non-financial corporations, other financial corporations, households and draw conclusions about the differences in the regional structure of the Ukrainian banking system during 2008-2017. The results of the calculations focused on the lack of legal entities and outflows of financial resources from these regions in 12 regions of Ukraine in more economically developed, inefficient localization of banks in the regions, excessive concentration of them in Kyiv and the growing role of foreign capital.
