The outsourcing as an effective public administration instrument of prevention of emergencies risks

Abstract
The scientific framework concerning the advantages of using outsourcing as an effective state management instrument in the sphere of emergencies risks was analyzed. It was determined to allocate among them the following instruments: risk redistribution, use of extra-budgetary funds, transfer of economic responsibility, etc.
