The peasant reforms of 1860-1870 or the Great Reform 1861-1871?: unification of the peasant selfgovernment in the Russian Empire

Abstract
Peasant reforms of 1860-1870 in the Russian Empire in the aspect of self-government of peasants are analyzed. Attention is focused on the dissemination in 1861-1871 of the articles of the «General provision on peasants who have left serfdom» 1861, which governed the self-government of the landlord peasants, state peasants and rural residents of the institutions of destiny, Bessarabian tsarans, colonists of several provinces and others categories of rural population. As a result, the management of peasants on the basis of their self-government was unified in the European part of the country. Thus, according to the author, despite the peculiarities of the land arrangement of each category of rural inhabitants, a large-scale reform project was implemented - the Great Reform 1861-1871. Despite the peculiarities of the land management of different categories of peasants, peasant Russia was unified in social and managerial relations, as a result of which the formation of the class of rural inhabitants was completed and homogenized local government in the provinces of the European part of the country.
