The problem of structural certainty civil society and its effectiveness

Abstract
The article compares the structural characteristics of civil society in order to identify mechanisms and factors for increasing their civic activity and effective efficiency. Attention is drawn to the reasons for the low level of development of civil society institutions. The emphasis is on the need for large-scale cultural and educational work among the population of the country with a view to creating a sense of high civil responsibility for every citizen.
