Abstract
Along with many social and economic problems that have arisen in the new conditions of market reform, becoming particularly acute problems of public administration regions. In particular, it is proper financial support in implementation of state-level functions of local government. After all, for the development of an economically independent state in terms of fiscal decentralization reforms necessary to determine the main directions of the state in this area.
