Abstract
The article defines the main causes of the phenomenon of child neglect and neglect. Attention is focused on the fact that this phenomenon has become social and legal and required active regulation at the legislative level. Based on archival data and statistical data, the main sources and volumes of child homelessness in the western regions are analyzed after their inclusion in the Ukrainian SSR. The argument is argued that the significant extent of the problem of child neglect led to active norm-setting activities of Soviet governments in order to counteract this phenomenon and combat it.
